First, China’s shipbuilding industry suffers from low labor productivity. Compared with major competitors Japan and South Korea, China’s shipbuilding sector has a considerable gap in labor productivity. Calculated based on research reports released by the China Shipbuilding Industry Association and relevant Japanese and Korean institutions, China’s per‑capita shipbuilding output is only one‑eighth of South Korea’s and one‑eleventh of Japan’s. This greatly weakens the labor‑cost advantage of China’s shipbuilding industry.
Second, the scale of China’s shipbuilding industry is relatively small. Shipbuilding is a typical scale‑economy industry. From the perspective of enterprise structure, Chinese shipyards are generally small‑scaled. At present, only four domestic shipyards are capable of constructing large‑sized vessels. By contrast, 16 major shipyards in Japan can build vessels with a maximum deadweight tonnage of over 100 000 DWT apiece, and seven South Korean shipyards can deliver vessels of more than 250 000 DWT.
Third, the shipbuilding industry lacks sufficient innovation capacity. A considerable number of new merchant‑ship designs for Chinese shipyards still rely on foreign sources. Domestic ship products are dominated by conventional vessels such as bulk carriers and oil tankers, mostly 70 000‑80 000 DWT bulk carriers. Sophisticated‑type vessels account for merely 2.1 % of China’s total ship output, compared with 45.5 % for Western Europe, 20 % for Japan and 12 % for South Korea.
Fourth, the ship‑supporting industry lags behind. Japan and South Korea boast specialized and socialized ship‑equipment supporting systems, with the domestic‑equipment outfitting rate approaching 100 %. In China, however, the supporting‑equipment sector develops slowly and falls behind. The domestic‑equipment outfitting rate has dropped to less than one‑third, which constitutes a major cause for rising shipbuilding costs and prolonged construction cycles.
